Thirty-six-year-old Javan Tooley was taken into custody near Roxbury District Court this Tuesday, marking a dramatic fall for the founder and CEO of what appeared to be a legitimate reentry support organization. Federal prosecutors paint a disturbing picture of a man who allegedly used his nonprofit as a front for extensive drug operations.

According to official reports, the most shocking incident occurred on September tenth when Tooley allegedly distributed one hundred grams of crack cocaine from his vehicle with a six or seven-year-old child sitting in the backseat. The transaction reportedly took place near Fields Corner in Dorchester, directly across from his purported nonprofit's address.

Prosecutors allege Tooley systematically targeted women suffering from substance abuse disorders, recruiting them for commercial sex work and drug distribution. Officials state he created what they call "a climate of fear among the victims by claiming that he had connections to law enforcement and other powerful and influential officials through his non-profit."

The investigation revealed Tooley allegedly used his organization's phone to coordinate drug transactions, lending an air of legitimacy to his operations. When authorities arrested him, they reportedly found approximately one hundred sixty grams of crack cocaine in his possession.

On September eighteenth, a federal grand jury indicted Tooley on drug distribution charges. He is currently being held without bail.
