On August twenty-fourth, twenty twenty-three, the first documented incident occurred at the South Sam Houston Parkway East Starbucks location. Investigators say Urbina made inappropriate comments to the teenage employee and began using his law enforcement resources inappropriately.

The situation escalated when Urbina allegedly followed the victim home from work. Reports indicate he systematically checked license plates of all vehicles in the Starbucks parking lot until he identified her car, then used his police database access to obtain her home address.

The harassment intensified over the following week. On August thirtieth, Urbina allegedly conducted the first improper traffic stop, activating his patrol car sirens to pull over the teenager. During this encounter, he reportedly asked for her Snapchat information.

The most disturbing incident occurred August thirty-first, when Urbina allegedly followed the employee after her shift and conducted a second traffic stop. Witnesses report he told her, "Just remember, you turn eighteen in three weeks," suggesting he was counting down to her birthday.

Officials noted this "wasn't conducting a traffic stop, he was just finding a way to talk to her." The victim later stated Urbina "wanted someone to have fun with."

On September first, the brave teenager filed a complaint with Houston Police Department.
